
CCPCR soughts incident report from a school after principal reports and accuses a pre nursery student for molestation of his girl classmate.
In a shocking turn of events Chandigarh is left with a question, “Can a four year old, understand what molestation is?”This question arises, when on August 2, a school principal reported a 4 year old, pre nursery student to Chandigarh
Commission for Protection of Child Rights (CCPCR); for allegedly molesting and touching a girl classmate inappropriately.
While CCPCR seeks incident report from the school, the father of the pre schooler has written a letter to the Deputy Commissioner and Education Secretary of Chandigarh.The father accused the Principal, for pressuring the family to remove their child from the school. Since the family didn't remove the child from the school, the school plotted the accusation of ‘molestation’ on the child, to put mental pressure on the family and get them to remove the toddler from the school.
Meanwhile, DC Vinay Pratap Singh stated that before coming to any decision, they will look into the incident and hear both the parties.According to Section 82 of IPC 1860, ‘no act committed by a child of below 7 years of age is an offence’. However, it is still important to understand the reason behind his actions.
Child psychiatrists came up with multiple theories while analysing the situation. Some say, that the matter is being exaggerated and pose as a misunderstanding, or misinterpretation of events; while some say, that the child has some sort of behaviour problem or has been a victim of sexual abuse himself. While the truth is yet to come out, whether the accusation of the Principal stands true, or if it is a method of enforcing mental pressure on the parents, this incident stands as a lesson for everyone.
Parents and the school must teach children about appropriate and inappropriate touch, and also about their personal space.
